‘TERAMOCS’ useful to stop Telecom Companies malpractices and prevent Telecommunication collapse: NTA Chair Khanal

Kathmandu, Oct 8: Nepal Telecommunications Authority (NTA) Chairman Purushottam Khanal has claimed that Telecommunication Traffic Monitoring and Fraud Control System (TERAMOCS) is necessary to stop the malpractice of Telecom Companies and prevent Telecommunication collapse. Addressing a press conference on Sunday, Chairman Khanal made it clear that ‘TERAMOCS’ was necessary to stop the malpractices as telecom companies were paying taxes to the state on the basis of personal data.

Chairman Khanal said that there was a need for ‘TERAMOCS’ as it was difficult to regulate the service providers manually. According to him ‘TERAMOCS’ is being installed with the aim of monitoring the revenue, quality of service and other activities of the companies under various heads to be paid to the government by telecom companies for providing service to the service seekers. Speaking at a press conference, Chairman Khanal said, ‘The turnover of service providers has been declining lately. We have been checking the transaction manually on the spot. Once you start the ‘TERAMOCS’ technology, you will be free from this hassle.’

He also clarified that the Customs Office had written to Commission for the Investigation of Abuse of Authority (CIAA), Money Laundering Department and Revenue Investigation Department seeing the high price after purchasing ‘TERAMOCS’ technology and arriving at the Tribhuvan Airport Customs Office. According to Khanal, the CIAA has started conducting Recce on all those involved in the purchase process as per the letter of the Customs Office.

NTA Chairman Khanal has made ‘TERAMOCS’ very useful to stop the malpractices of telecom companies. Claiming that ‘TERAMOCS’ will not tap personal phones, he clarified that he will not keep personal data. Khanal said ‘TERAMOCS’ were necessary to prevent fraud despite the use of telecom data. Since the launch of 4G services in Nepal since 2074/75, 400 times more data has been used in the Telecom sector. Telecom has now used 400 times more data than the data used before the 4G launch. SIM sales have also increased.

However, Chairman Khanal said that Nepal Telecom’s revenue has decreased by Rs 25 billion since 2074/75. No one does business at a loss. NTA has so far viewed the data used by telecom from one person each. But Telecom does not give data, employees do not come when data is needed in real time. NTA is going to install ‘TERAMOCS’ so that every data should not be done manually.

Chairman Khanal has also made it clear that ‘TERAMOCS’ technology will not harm the privacy of the customers. He claimed that it would bypass illegal calls, measure the volume of calls of telecom operators and detect fraud or VOIP gateways. He also said that the Telecom service would be reliable and quality would be measured by monitoring and minimizing criminal activities in the telecommunication service. Stating that the working procedure for the operation of ‘TERAMOCS’ is yet to be formulated, Khanal made it clear to the journalists that discussions with the operators were yet to be held.

Similarly, NTA’s technology expert (International Operations Manager at Vanrise Solutions) Mohammad Harb said that the system is not being introduced for any purpose of ‘Phone Tapping’. Harb claimed that ‘TERAMOCS’ technology has been introduced to regulate, monitor and measure services from service providers in criminal activities in the telecommunications sector. Harb said, ‘TERAMOCS doesn’t tap personal calls, Which service provider facilitated how many phone calls across the country or abroad? Keeps an account of it. Similarly, it also helps in controlling the problem of call bypass.’ Which company provided how many services ? TERAMOCS that will keep an account of it, Harb says.
