Durga Prasai yet to notify authorities about Nov 23 program

Kathmandu: A notable contrast has emerged in the approach taken by organizers of a massive demonstration scheduled in Kathmandu on November 23. Businessman Durga Prasai has raised eyebrows by failing to report the event to any government agency, leaving the authorities uninformed about the planned program.

In stark contrast, CPN-UML leader Mahesh Basnet, who is responsible for orchestrating a program in Kathmandu the same day, demonstrated a more transparent stance by officially communicating details of the program to government authorities.

Sources confirmed that Basnet has officially communicated details to Prime Minister Pushpa Kamal Dahal Prachanda, as well as various government and security agencies. Basnet has also formally requested government security for the program.Baluwatar sources claimed that Prasai has yet to provide any information about the scheduled program.

This lack of communication raises concerns as the government typically makes security arrangements based on the information provided by organizers of peaceful demonstrations. The source further emphasized the government’s commitment to protecting and securing lawful events but warned of potential intervention if constitutional and legal protocols are disregarded.

Even though the constitution allows for organized programs, attempting to hold an event without informing the government can result in government intervention and control. The motives behind Prasai’s decision to withhold information from government officials remain unclear.

The source stressed that the government is ready to facilitate and protect peaceful gatherings but must act if there is a violation of established laws and regulations. Amid the uncertainty surrounding Prasai’s program, the government’s response remains uncertain.

The absence of information hampers the authorities’ ability to proactively address security concerns and coordinate logistical arrangements. Some campaigners, including Prasai, have expressed their intent to stage a massive demonstration in Kathmandu on November 23. Meanwhile, the UML has assumed responsibility for a demonstration organized by Yuva Sangh, a sister organization of CPN-UML.
