Kathmandu, Sept 27: The Legislation Management Committee of the National Assembly (NA) continued its clause-wise discussion on ‘Bill on Renewable Energy and Energy Efficiency’ presented by the government with the aim of providing sustainable and reliable energy sources.
The government had introduced the bill with the objective of increasing citizens’ access to sustainable energy by promoting, developing and expanding renewable energy. Lawmaker Krishna Prasad Sitaula stressed the need of making legal provisions regarding the duties, rights and qualifications of the executive director as provided in the bill. He also demanded clarity in the provision that a person having residence permit or permanent residency in other countries shall not be entrusted the responsibility of the executive director.
Lawmaker Anjana Shakya said the bill should be further enriched keeping in mind its need and relevance in the context of increasing importance of alternative and renewable energy. Also taking part in the deliberation over the bill, lawmaker Suresh Ale Magar also echoed the voice for enshrining clear provision regarding the duties and rights of the executive director.
Executive Director of Alternative Energy Promotion Centre Nawaraj Dhakal, who was present in the meeting, said that the bill has proposed a provision prohibiting non-Nepali Residents from becoming executive directors.
The bill, tabled by the then Minister for Energy, Water Resources and Irrigation Shakti Bahadur Basnet, was lightly discussed in the National Assembly on June 24. The committee has been discussing on the bill since July 1. Committee President Tulsa Kumari Dahal said discussions on other clauses of the bill would continue on Sunday.
