Kathmandu: The first session of the Federal Parliament following the House of Representatives election held on Falgun 21 is set to commence today (Chaitra 19). The meeting of the House of Representatives has been scheduled for 2:00 PM at the multipurpose hall of the under-construction Federal Parliament Building in Singha Durbar. The National Assembly (upper house) will convene at its chamber within the Federal Parliament Secretariat.
As per constitutional provisions, the President must summon a session of the Federal Parliament within 30 days of the final election results. The Election Commission had submitted the final election report to the President on Chaitra 5.
In the 275-member House of Representatives, the Rastriya Swatantra Party (RSP) holds 182 seats, Nepali Congress 38, CPN-UML 25, CPN 17, Shram Sanskriti Party 7, Rastriya Prajatantra Party (RPP) 5, and one independent member.
Likely Agenda
During today’s meeting, the senior-most member/acting Speaker Arjun Narsingh KC will read out communications received from the President regarding the summoning of the session, as well as letters concerning the appointment of the Prime Minister and formation of the Council of Ministers.
The Speaker is also expected to present a proposal to adopt the House of Representatives Regulations, 2079, for conducting proceedings until a new set of rules is formulated, in accordance with Article 104 of the Constitution. This was informed by Federal Parliament Secretary General Padma Prasad Pandey.
Leaders of various political parties will also deliver their remarks on the commencement of the session. Additionally, the Speaker will announce the schedule for filing nominations for the election of the Speaker, as per Rule 7 of the House Regulations.
Three ordinances are also expected to be presented during the meeting. Home Minister Sudhan Gurung will likely table the “Voter List (First Amendment) Ordinance, 2082,” the “House of Representatives Election (First Amendment) Ordinance, 2082,” and the “Nepal Special Service (Second Amendment) Ordinance, 2082.”
At the end of the session, the Speaker is expected to present condolence motions for former Constituent Assembly members and parliamentarians, including Rishikesh Gautam, Mohammad Aftab Alam, Amod Prasad Upadhyay, Homanath Dahal, and Baldev Bohora.
