Kathmandu, Jan. 31: The winter session of the Federal Parliament is beginning at I :00 pm on Friday at New Baneshwor. President Ramchandra Paudel on January 21 summoned the winter session of both the Houses of the Federal Parliament on the recommendation of the Council of Ministers.
According to the Parliament Secretariat’s Spokesperson Ekram Giri, in the first meeting, the Speaker will read out the contents of the letter received from the President, which convenes the session and outlines who takes on the responsibility during Prime Minister’s overseas visit.
The Speaker will also nominate a member to chair the meeting in accordance with Rule 10 of the House of Representatives Rules, 2022 which gives responsibility to a lawmaker to precede the sessions in the absence of the Speaker and the Deputy Speaker of the House of Representatives. Prime Minister KP Sharma Oli is scheduled to present the ‘Ordinance to Amend Certain Nepal Acts 2024 BS Related to the Promotion of Good Governance and Public Service Delivery.’
Likewise, Deputy Prime Minister and Minister for Finance Bishnu Prasad Paudel is scheduled to present the ‘Financial Procedures and Fiscal Responsibility (First Amendment) Ordinance, 2024,’ the ‘Privatisation (First Amendment) Ordinance, 2024,’ and the ‘Ordinance to Amend Certain Nepal Acts Relating to Economic and Business Environment Improvement and Investment Promotion, 2024.’
Similarly, Minister for Land Management, Cooperatives and Poverty Alleviation Balaram Adhikari will present the ‘Ordinance to Amend Certain Nepal Acts Relating to Cooperatives, 2024’ and the ‘Ordinance to Amend Certain Nepal Acts Relating to Land, 2024.’
The meeting will also include a possible agenda for the Speaker to present various condolence motions. In addition to the agenda mentioned for the House of Representatives, the National Assembly’s meeting will include the presentation of the committee report on the Media Council Bill, 2024, and the Renewable Energy and Energy Efficiency Bill, 2024. Several bills are under consideration in both Houses while additional new bills have also been registered.
