Kathmandu: The budget session of the Federal Parliament is beginning today. The agenda for the first meeting itself includes the presentation of the government’s policies and programs. According to Parliament Secretariat spokesperson Ekram Giri, President Ram Chandra Paudel will address the joint meeting of both houses of the Federal Parliament.
As per Article 95 of the Constitution of Nepal, the President is scheduled to present the government’s policies and programs at 4:00 PM. The article stipulates that the President shall address a joint sitting of both houses after the first session following the election of the House of Representatives and at the commencement of the first session each year.
The Parliament Secretariat has requested members of both the House of Representatives and the National Assembly to be present before 3:45 PM for the joint session during which the President will present the policies and programs. Prior to that, separate meetings of the House of Representatives and the National Assembly will take place at 2:00 PM.
According to the Secretariat, the House of Representatives meeting is expected to include agendas such as informing the House about the President’s letter regarding the convening of the session and notifying members about information received from the Office of the President concerning cabinet reshuffles.
Other agenda items include the nomination of members to chair meetings in the absence of the Speaker, endorsement of obstruction-removal provisions issued under Rule 260 of the House of Representatives Regulations, 2079, and the presentation of a draft amendment to the House regulations.
The Parliament Secretariat also stated that eight ordinances issued by the government will be tabled in Parliament. These include the “Public Procurement (Second Amendment) Ordinance, 2083,” the “Special Provision Ordinance on Removal from Public Office, 2083,” and the “Constitutional Council (Functions, Duties, Powers and Procedures) First Amendment Ordinance, 2083.” The same ordinances will also be presented in the National Assembly meeting.
